A nation or group that can pose a credible threat of mass casualty has the ability to alter the terms on which other nations or groups interact with it. Nuclear, Biological, and Chemical (NBC) scientific know-how and technology all contribute to development of "Weapons of Mass Destruction" (WMDs), which can in turn increase an entity’s political power and influence in the international arena. In terms of the potential for loss of human life, Biological Weapons allow for levels far in excess of all Nuclear, Chemical and conventional Weapons systems.
